Chapters 4 to 6…nine different tactics used by the enemy…

  - first, attack on Jewish people
      1 - ridicule (4:1–6) / 2 - plots of war (4:7–9)

   …resulting in difficulties within the Jewish ranks:

      3 - discouragement (4:10) / 4 - fear (4:11–23) / 5 - selfishness (5:1–19)

  - second, when attacks on the people failed to stop the work,

     attack on their leader, Nehemiah

      6 - compromise (6:1–4) / 7 - slander (5–9) /

      8 - threats (10–14) / 9 - intrigue (17–19)
